1. A communication method, comprising:receiving, at a terminal, a first message, the first message comprising a first set of parameters and a second set of parameters, wherein the first set of parameters comprises first location information and the second set of parameters comprises a second location information;
receiving, at the terminal, control information through a Physical Downlink Control Channel (PDCCH) in a first subframe, the control information comprising an identifier to identify the first set of parameters;
determining, at the terminal, a starting Orthogonal Frequency Division Multiplexing (OFDM) symbol of a Physical Downlink Shared Channel (PDSCH) in the first subframe based on the first location information; and
receiving, at the terminal, data on the PDSCH in the first subframe.
