A method of making a substrate containing low-Dk-core glass fibers, the method comprising:providing a substrate having a plurality of insulator layers and one or more conductive traces, wherein each of the insulator layers comprises a glass fiber substrate impregnated with a varnish coating, wherein a plurality of through-holes each of which extends completely through the substrate from a first surface of the substrate to a second surface of the substrate and passes through the glass fiber substrate of each of the insulator layers, and wherein the glass fiber substrate of one of the insulator layers includes one or more hollow glass fibers extending from a first one of the through-holes to a second one of the through-holes;
forming a silane polymer barrier layer over a first end of each of the one or more hollow glass fibers in the first one of the through-holes;
forming a silane polymer barrier layer over a second end of each of the one or more hollow glass fibers in the second one of the through-holes;
wherein the silane polymer barrier layer formed over the first end of each of the hollow glass fibers and the silane polymer barrier layer formed over the second end of each of the hollow glass fibers seal a low Dk fluid within the hollow glass fibers, thereby forming a low-Dk-core glass fiber.

launching a client in the memory;
activating, with the client, a location module;
determining, with the location module, that the communication device is within a first location, and determining a first position of the communication device within said first location;
providing the first position from the location module to the client;
sending, with the client, a request for access credentials to a server wherein the request comprises the first position;
receiving, with the client, access credentials from the server;
synchronizing the client with the server using the access credentials through said wireless interface;
receiving, from said server, first data specific to the first position and storing the first data in the memory;
determining, with the location module, that the communication device is within a second location in the first location, and determining a second position of the communication device within the second location;
providing, the second position to the client;
sending, with the client, the second position to the server;
receiving from the server second data specific to the second position, storing the second data in the memory, and activating a location specific service on the communication device based on the second data and while the communication device is within the second location;
determining, with the location module, that the communication device is no longer within the first location and based on the determination:
discontinuing synchronization between said client and said server; and,
removing, with said client, said first data and second data from the memory.

an optical window located within the projection range of the optical control module and configured to transmit an uncollimated portion of each of the first and second pulses of optical energy directed by the optical control module therethrough into a cloud atmosphere;
an optical detector configured to detect and to generate first and second signals indicative of each of the first and second pulses of optical energy, respectively, backscattered by the cloud atmosphere, wherein a difference between a first ratio and a second ratio of the collimated to the uncollimated portions corresponding to each of the first and second pulses of optical energy is greater than 0.10; and
a processor configured to calculate, based on the generated first and second signals, a metric of SLDs in the cloud atmosphere.
