locator (URL), and wherein the first file and the initialization segment do not include any media data;

encapsulating the sequence of coded video pictures in one or more video files of the plurality of files separate from the
first file, wherein URLs for the one or more video files are distinct from the URL with which the initialization segment is
associated; and

outputting the first file prior to outputting any of the one or more separate video files.
