1. A system comprising:a communication interface;
a scanning interface configured to receive a scanned version of an inspection form for a field inspection;
a memory; and
a processor in communication with the memory, the scanning interface, and the communication interface;
the memory having stored therein:
the scanned version obtained from the scanning interface; and
an inspection management module for execution by the processor, the inspection management module configured to:
transform the scanned version into an interactive digital representation of the scanned version, the interactive digital representation comprising:
a linear form view of the inspection form comprising a list of questions and answer fields; and
a layout replicated view of the inspection form that is replicated from the inspection form and displayable in a graphical view to preserve a look and layout of the inspection form in its original paper-based form;
store the interactive digital representation in an inspection template library;
provide the interactive digital representation comprising the linear form view and the layout replicated view to a remote device for use during the field inspection through the communication interface, wherein the interactive digital representation is configured to be displayed and toggled between the linear form view and the layout replicated view based on a user selection on the remote device;
receive the interactive digital representation including inspection data that was used to complete the interactive digital representation during the field inspection using at least one of the linear form view or the layout replicated view through the communication interface;
separate the inspection data from the interactive digital representation; and
store the inspection data in an inspection layer in an inspection transaction library separate from the interactive digital representation in the inspection template library, where:
the inspection transaction library comprises individual inspection transaction layers, each corresponding to inspection data generated during a different inspection, and
the individual inspection transaction layers are configured to be overlaid on a single instance of at least one of the linear form view or the layout replicated view.

a module stored on a non-transitory computer readable medium and configured with instructions that when executed by the processor cause the processor to:
receive, through a communication interface over a computer network, a template selection from a mobile device for a field inspection;
query an issue template database to retrieve a selected field inspection issue template from the issue template database corresponding to the template selection;
transmit the selected field inspection issue template through the communication interface over the computer network to the mobile device;
receive, from the mobile device through the communication interface over the computer network, an issue markup corresponding to the selected field inspection issue template, the issue markup corresponding to a particular project drawing under inspection during the field inspection;
store, within a cloud computing environment for synchronization over the computing network with a plurality of mobile devices, the issue markup as a separate layer of the project drawing within an electronic data file comprising a set of separate layers corresponding to separate issue markups for the project drawing;
receive a filter parameter corresponding to at least one of a video annotation type or a voice annotation type;
filter the issue markups using the filter parameter to identify a subset of issue markups; and
transmit the subset of issue markups through the communication interface over the computer network to the mobile device for display.

1. A computing device comprising:a processor connected to memory; and
a module stored on a non-transitory computer readable medium and configured with instructions that when executed by the processor cause the processor to:
determine characteristics of the computing device, wherein the characteristics comprise hardware and software capabilities of the computing device and connectivity of the computing device to a cloud-based service, wherein the computing device comprises a mobile device with a touchscreen display;
retrieve a reduced complexity version of a building information model as building information modeling data from the cloud-based service over a network based upon the characteristics, wherein the reduced complexity version corresponds to at least one of reducing geometry counts of the building information model, compression of the building information model, or replacing identical instances of objects within the building information model with pointers;
convert the building information modeling data into a digital model;
render an image of a physical component represented by the building information modeling data on the touchscreen display of the computing device based upon the digital model;
receive user input relative to the image, the user input indicating selection of the physical component represented by the building information modeling data and comprising an annotation to associate with the physical component;
modify the digital model to generate a modified digital model based on the user input, the physical component represented by the modified digital model, wherein the annotation is attached to the modified digital model to associate the annotation with the physical component, wherein the physical component, as modified by the user input, is rendered on the touchscreen display; and
transmit the modified digital model over a communications interface to the cloud-based service through which the modified digital model representative of the physical component is shared for display by multiple devices, wherein the attachment of the annotation to the modified digital model triggers transmission of a workflow issue transaction notification over the network to a remote computing device of a responsible party for addressing an issue made note of by the annotation in the modified digital model.
